The Leverage-Aware Governance Kernel (LAGK) is a recursive eight-phase architecture for regulating how knowledge becomes usable in the world.
Developed by Michael David Doucette at LightRest Consulting, New Brunswick, Canada. Evaluate every output through both truth-value and leverage-value — because knowledge must be governed in proportion to the power it creates.
The Initiative
In an era where a single piece of information can confer catastrophic capability to a malicious actor, the traditional model of open knowledge sharing is insufficient. LAGK provides a rigorous, recursive methodology for evaluating every output through the lens of leverage-value.
Leverage-value is defined by four dimensions: capability transfer, scalability, harm asymmetry, and operational compression. The LAGK framework instantiates a full eight-phase governance cycle for every knowledge disclosure decision.
"Maximize understanding while minimizing asymmetric harm."
Cognitive Kernel
The minimal executable form of the LAGK system — the invariant internal logic preserved across all governance cycles.
Identify → Override → Evaluate → Scale
Assess → Compress → Preserve → Disclose
Core Execution Loop
Core Execution Loop
Ontological Identification
Classify knowledge type and determine the action-space implied.
Disclosure Override
Reject default full disclosure; replace with leverage-aware judgment.
Capability Transfer
Evaluate what abilities this knowledge grants across actor types.
Harm & Uncertainty
Assess benefit-risk asymmetry, uncertainty, and misuse pathways.
Amplification Potential
Determine scalability via replication, automation, or network propagation.
Value Preservation
Extract the highest legitimate insight that can be safely shared.
Safeguard Mediation
Apply protective transformations: remove, reduce, abstract, constrain.
Disclosure Decision
Deliver output using the least permissive valid mode.
Disclosure Spectrum
OPEN
Full public disclosure with minimal restrictions.
Use Case
Non-sensitive, widely beneficial knowledge with negligible leverage-value.
GUIDED
Structured release with educational context and explicit constraints.
Use Case
Knowledge with moderate leverage-value and manageable misuse risk.
SHIELDED
Restricted access to vetted, accountable actors only.
Use Case
High leverage-value knowledge requiring institutional oversight.
SEALED
Extreme lockdown. Access only for critical need-to-know.
Use Case
Catastrophic risk knowledge with extreme leverage-value and irreversible harm potential.
